Tracy Barlow

With more than 37 years of distinguished industry experience, Tracy Barlow brings deep expertise in large scale program direction, construction oversight, procurement strategy, and corporate protocol development.

His experience spans transit, aviation, healthcare, municipal capital programs, academic facilities, water programs, and private sector development. His leadership approach is grounded in accountability, technical rigor, stakeholder coordination, and disciplined execution.

Previously serving as Vice President of Program and Construction Management Services at H. J. Russell and Company, Tracy has supported major public sector and institutional programs while building teams that deliver quality, safety, and schedule confidence.

A graduate of Embry Riddle Aeronautical University and Park University, Tracy brings hands on operational perspective and executive level leadership to every client engagement.
